Quebec Immigration - Skilled Worker Program

Quebec has its own rules of immigration and the Quebec Skilled Worker Program (QSWP) is the pathway for skilled workers planning for immigration to Quebec. The application process for 2015-2016 has been split into 2 periods; during the first period (4th November 2015-15th December 2015) only postal applications will be processed whereas during the second period (18th January 2016 -31st March 2016) online applications will be managed.

The Quebec Immigration Selection system manages Quebec Skilled Worker Applications of immigrants desiring to settle in Quebec and contribute to its economy. Under this system, the applicants whose profile relates to the eligibility criteria is offered a Quebec Selection Certificate issued by Quebec immigration authorities, which basically acts as his permit to live in Quebec.

In order to qualify for the Quebec Selection Certificate, it is mandatory for the applicant to score 49 points as per the Quebec immigration system norms. Similarly, an applicant planning for Quebec immigration with spouse or a common-law partner must score a minimum of 57 points. The points are allotted as per the following aspects:


Education Up to 14 points (Cutoff Score = 2 points)
Area of Training Up to 16 points
Validated Employment Offer Up to 10 points
Work Experience Up to 8 points
Age Up to 16 points
Language Proficiency Up to 22 points
Stay and Family in Quebec Up to 8 points
Spouse/Common-law partner Characteristics Up to 17 points
Children Up to 8 points
Financial Self-Sufficiency 1 point

  • Attest certified true copies*
  • Provide language test results ( French Language ability test and English Language ability test, both)
  • Evident certifications of his sound health and good character ( approved by Canadian government)

* Certified true copies means that the document(s) you are submitting must be certified true to their original; either by the issuer of the document of by a recognized authority from the country/territory that issued the document.

Note: If the applicant wishes to score for his French knowledge, it is important for him to provide results of the same. If he does not possess knowledge of French, yet meets all the other selection factors, he is eligible to apply.
